Despite its short length, it manages to be a lot of things: confusing, off-putting, charming, funny and sad. The refusal to meet audience expectations (in this case, about both the English language and the form of a Twine game) creates a kind of vulnerability and openness that sets up well for the more serious content toward the end.
It's more mental work for the reader/player too, and sometimes that can be tiring, but in this case the game is literally about 5 minutes long and gets where it's going quite efficiently. Just use the back button with abandon.
Rat Chaos's opening is purposely bad. You are in a position of authority over an area, with the option to summon rats or not.
The game is goofy and fun at first. But the 'real' content takes some searching to find. In the end, Rat Chaos has a powerful, visceral message.
It's hard to say too much more about it without spoiling it.
