About the Story

Corruption and greed run rampant across the nation and people are losing hope. That's why it's tough for a newly-elected politician like yourself; there's a lot of pressure on you to get things done. But in your jaded heart of hearts you only have one goal in mind, one that sets the bar so low it's impossible to fail – you want to pass a single bill into law.

A cynical look at law passing in America, June 24, 2024

My local representative is Beth van Dyne. She came to my school and talked to the students about passing bills.

She mentioned how thousands of bills were put forth in the last year, but only some really small number (like 50 or 15 or something) actually made it to a vote. Everyone was too deadlocked and there were a lot of committees to go through. It was disheartening.

This game takes a look at passing a bill and it is similarly disheartening, although it goes in a more hyperbolic direction. In this game everyone is directly corrupt, adding wildly inappropriate measures to your bill or literally threatening your life.

Parts of it were funny, one puzzle was clever, and overall I see a lot of good parts in the game. But I feel like it ended a bit abruptly, and could have included some committees, and overall I just don't agree with the vision (although that doesn't directly affect my rating).

In my first review of this year’s Thing, I lifted up Potato Peace as an example of a game that has the trappings of a game about politics but isn’t actually a game about politics. Part of the reason that concept struck me the way it did is that I’d only recently tested Pass a Bill, which despite its Schoolhouse Rock-baiting name likewise resolutely avoids having anything to say about the actual exercise of legislative powers in this or any country. For all that the protagonist – a newly-elected representative who’s either well- or terribly-positioned for success by virtue of being the only independent in a two-party legislature – has their heart set on getting a bill enacted into law, much like the game they’re profoundly indifferent to the actual substance of said bill, and the process of doing so requires not a single iota of politicking or parliamentary maneuvering.

And despite the fact that it took me a little while to readjust my expectations, that’s OK! Pass a Bill is slapstick, not satire. Yes, it makes no sense at all that the majority whip won’t talk to you about moving your bill until you check in with the minority leader and let her lard up your draft with poison pills, but it does make for a silly bit of shuttle diplomacy. No, I don’t know why said whip is a violent weirdo bent on getting your personal oath of loyalty (Spoiler - click to show)(nor how he’s managed to get elected to two separate seats for two different parties). And the game’s eventual climax is impossible to take seriously but good-natured nonetheless.

In terms of presentation, Pass a Bill is an appealing mix of primitive and sophisticated. The black background, white text, and blue links put us firmly in Default Twine territory, but there’s an inventory and hints sidebar that provides helpful information throughout, and the MS-Paint-style illustrations similarly have more than their share of rough charm. And for all that there’s a clear spine through the game, there are a fair number of branch points, easily-rewindable deaths, and Easter Eggs to reward poking around a bit.

Pass a Bill is still a sillier game than I tend to enjoy – nothing wrong with comedy, but I tend to prefer stuff that either has more bite, or goes even farther to dress up dumb jokes with a veneer of sophistication. But it’s got some appeal nonetheless: I ultimately wound up thinking of it as a kind of extreme version of a yes-and improv session where an initial, politics-heavy setup gets quickly and entertainingly pushed into absurdity, leaving only a rough framework and handful of NPC descriptions in its wake. If it’s more Mr. Bean Goes to Washington than Mr. Smith, there’s nothing wrong with that.

If there is a more fraught topic to mine for slapstick comedy at the moment than US politics, I’d like to know what it is. Biting Satire? Caricature? Anarchic Absurdism? Absolutely. Anything with a point of view and an edge, the sharper the better. But slapstick requires a much lighter devil-may-care tone, especially if you’re going to have the player engage in cartoon violence with actual fatalities. Due to an accident of birth coinciding with narrative cues, I can only interpret this work through the lens of US politics. I apologize to anyone looking for different.

The work seems to understand its comedic challenge, and opens by positioning itself atop three super-exaggerated supports. 1) Ossified Bureaucracy cynicism. 2) Both-sides-equivalence-ism. 3) Narrative Simplification to the point of abstraction. The latter, I think, is the one that gives this piece its fighting chance of working. The unsung hero of support #3 is the illustration style. There is no better clue that nuance and accuracy are not welcome here than its visual palette and artwork style. I do not intend it backhanded when I say it is reminiscent of childlike doodlings. In fact, it is quite crucial that it is. The visual/artistic shorthand gives permission in a sense for the other two legs to stand unashamedly.

Absent the graphical cues, legs one and two seem hopelessly misguided against the last decade. We are not pretending to distort and mock actual politics here, we are exaggerating inadequate cliches about politics as a backdrop for madcap antics. The player intro drives this home superbly - our goal is to pass the most hilariously inoffensive law imaginable. Just the one. These low-seeming stakes in this alternate-reality West Wing divorces us from having to parse real-world parallels, or suss out layered meanings. So when bizarre character turns, hidden labs, Looney Tunes violence happen, we are not bound to decode them, we can just roll and play in the space. Even the ending that provided the most hope was a funny bit of cynicism that would be actively appalling played against a more real backdrop.

I was game to do my best to go along for the ride. I committed to and suffered cartoon violence. I found all the non-death endings. I freely sampled the actual death endings. I don’t think I ever fully escaped the spectre of its inadequacies in reflecting its purported subject matter but I got pretty close. There was a detail that troubled me about this more than any other - that the unnamed opposing parties were colored red and blue. For me, I needed to be pulled OUT of that space, and those colors were a counter-productive reminder. Literally any other colors, I dunno, pink and teal?

Ultimately, it didn’t quite succeed for me in replacing our dire reality with its own. But there were sequences that absolutely did pull me into its mad orbit for a few moments of subversive glee. At its best, it kind of made me long for ITS version of toxic politics over what we are actually living with.
