Housed on the 13th floor of an anonymous new office block, deep in the heart of London's Docklands, the organisation you control does not officially exist. It is totally secret and the public must never be aware of your actions. Even to the head of your government you are a semi-mythical group. Yet in the name of national security you must limit the 'political damage' to the government by any means at your disposal - assassination, interrogation, infiltration - without alerting the nation to your existence.

Floor 13 is a unique but flawed title
...the game makes the player control an immoral, corrupt bureaucrat who orders assassinations, spreads disinformation and works with only the interest of his political party in mind. Reviews at the time criticized the game for this, but of course, anyone who knows the simple fact that “player character” is not the same as “player” just like “narrator” is not the same as “writer”. They will realize that this is actually this game’s advantage, as it intentionally makes you control a villain, not a role model. The game’s actual flaw is that it can’t always maintain its theme of a cynical but realistic portrayal of espionage, getting into some rather outlandish conspiracy theories instead.

I always liked this game, though it's a fairly short-lived experience. As with others like it, Sid Meier's Covert Action especially, there's only so long that the randomised challenges can stay interesting, and after a while you start longing for a proper Tinker Tailor Soldier Spy type plot to really sink your teeth into rather than everything lasting a few turns and then being consigned to the shredder.
